Educated at Hastings College and at the University of Chicago, Norlin taught Greek language and literature at the University of Colorado from 1899 to 1917. He was named acting president of the University of Colorado at Boulder in 1917. During his tenure as president, he oversaw the redesign of the campus in Boulder, Colorado.)
